RECOMMENDATION(S)
Recommendation
1. Approve the plans and specifications for the Phase 1B Liner Project at the Barstow Sanitary Landfill, as signed and sealed by a registered civil engineer.
2. Authorize the Director of the Department of Public Works to advertise the Phase 1B Liner Project at the Barstow Sanitary Landfill for bids.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost) as the Department of Public Works - Solid Waste Management Division (SWMD) is financed by fee revenue. SWMD establishes fees that are charged to the public and other agencies for utilization of the County's Waste Disposal System. There is minimal financial impact to SWMD for approval of the Phase 1B Liner Project at the Barstow Sanitary Landfill (Project) plans and specifications and authorization to advertise for competitive bids. Sufficient appropriation and revenue have been included in the SWMD 2021-22 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
The County's Barstow Sanitary Landfill (BSL) is located three miles south of the City of Barstow off of Barstow Road (State Highway 247). The BSL began operations in 1963 and has been in continuous operation since that time. The site occupies approximately 645 acres of which 331 are permitted for refuse disposal.
